Regulation on the Procedure for Financing Research Projects

This Regulation outlines the rules and mechanisms for funding research projects at New Uzbekistan University. It is based on Presidential resolutions and the University’s Supervisory Board decisions.

  1. Scope and Eligibility
  • Applies to fundamental, applied, and innovative research projects.
  • Eligible applicants include academic staff, research institute employees, and master's or doctoral students.
  • Defines key terms such as Project Leader, Project Participant, Scientific and Technical Council (STC), and industrial partner.
  1. Project Types and Priorities
  • Projects are classified as Mega, Medium, or Small based on budget and duration.
  • Must align with national priorities, including the “Uzbekistan – 2030” strategy and Presidential directives.
  • Project topics are proposed by university members and partners, and approved by the STC in collaboration with industry.
  1. Selection and Funding Procedures
  • Competitive selection with annual quotas set by the STC.
  • Applications are reviewed by internal and external experts; minimum 60 points required to qualify.
  • Funding is provided through the Research Infrastructure Development Fund.
  • Salaries and procurement follow official guidelines and staged approval processes.
  1. Financial Restrictions
  • Funds cannot be used for construction, luxury goods, personal travel, or unrelated services.
  • Only project-relevant expenses are permitted, and financial discipline is mandatory.
  1. Monitoring and Reporting
  • Project Leaders must submit interim and final reports twice a year.
  • Reports cover progress, spending, publications, and commercialization potential.
  • Failure to meet milestones may result in project termination.
