This job description defines the job responsibilities of the Head of the Information Technology Management Department of “New Uzbekistan” University. The following are the main responsibilities of the Head of the Information Technology Management Department:
– Implementation of the laws of the Republic of Uzbekistan, decrees, resolutions and orders of the President, resolutions of the Chambers of the Oliy Majlis and the Cabinet of Ministers in the field of education and personnel training, resolutions of the University Council and orders of the Rector of the University;
– General management of all activities and employees of the Department;
– Compliance with the rules and standards of labor protection and technical safety, industrial sanitation and fire safety;
– Compliance with the regulations of the Department and this job description;
– Direct general management of the department, coordinate the activities of the department's employees and monitor the implementation of the tasks assigned to the department in accordance with these instructions;
– Ensure the implementation of the tasks and functions assigned to the department;
– Organize production and management within their competence, comply with the basics of labor legislation and the rules of internal labor procedures;
– Know the production and organizational structure of the university;
– Know the basics of business administration;
– Have the basics of working on a personal computer and the skills to use modern ICT tools;
– Follow the procedure for working with information whose access is restricted in accordance with the legislation;
– Establish cooperation with relevant departments and departments on industry-related issues;
– Approve the department's work plan, monitor the timely and high-quality implementation of the activities specified in them;
– Obtaining information, documents and materials necessary for the development of draft legal and regulatory documents in the field in accordance with the established procedure;
– Participation in seminars, meetings and conferences organized locally in their field;
– Timely notification of threats to information security at the university;
– Monitoring the correct operation of existing computer technology programs at the university;
– Developing requirements for the creation of information systems;
– Developing the concept of information systems;
– Developing technical specifications for information systems;
– Preparing a sketch project for the creation of information systems;
– Creating an information system based on the technical specifications;
– Developing instructions for using the information system;
– Launching and technical support of the information system;
– Developing annual and semi-annual work plans of the department;
– Hold an internal department meeting every quarter and warn employees whose performance discipline is satisfactory;
– Know the Law of the Republic of Uzbekistan “On Education”, “On Informatization”, “On Electronic Government” and other regulatory legal acts related to the education system;
– Know the types, completeness and definition of documents when creating information systems;
– Know the stages of creating information systems;
– Know the requirements for the formation, use and storage of electronic documents;
– Know the life cycle processes of software tools;
– Make appropriate changes to the job duties of department employees within their authority, as necessary;
– Get acquainted with materials and documents related to the activities of the university within their authority;
– Organize the development, formalization, approval and implementation of draft regulatory documents;
– Efficient use of working time;
– Maintain complete physical condition of material assets;
– Perform other duties in accordance with the division of duties of the head of the department;
– Ensure compliance with and observe the requirements of the University Charter, internal regulations, rules of etiquette, and dress code.
